Have the qualified reviewer define the caller’s role

Before assigning an insurance list, have the responsible qualified person approve the campaign, products and caller's scope for the actual jurisdiction. A job title, script or software login does not establish what a caller may recommend or decide.

Specify the truthful introduction, approved questions and actions, and cases that require escalation. Do not have an operator imply a license or authority they do not hold. Keep the person responsible for product and eligibility decisions available through the supported handoff.

Test the escalation path with permitted data rather than assuming a live-transfer capability exists. The caller should know what to record when an answer is unavailable, without inventing advice or collecting unnecessary sensitive information.

Make the source and permission review visible

Identify where the record came from, the relevant dates and the evidence used by the campaign's reviewer. A purchased or aged list can have incomplete context; do not infer a request to your business from a generic source label.

When a script refers to a prior request, verify the actual request and intended recipient. Missing eligibility evidence calls for a hold, not a different opener that makes the same unsupported call sound more candid.

Use synthetic records to inspect field mapping in the sandbox, then confirm production import separately. Preserve restrictions when lists change. Plan for the conversations your team can handle

Start with available operators and the time needed to handle a conversation properly. More attempts are not useful when two people answer and only one operator is available, or when the next call begins before the agreed follow-up is recorded.

Keep interest, appointments and eligibility separate

Interest is not an eligibility determination, and a requested appointment is not a policy sale. Use the approved process to distinguish the states.

  • Requests a qualified-agent conversation: capture the question and who confirms the next step. Do not mark an unconfirmed time as booked.
  • Requests information: record the exact item and assign permitted delivery to a responsible person.
  • A product or eligibility question: refer it to the appropriately qualified person.
  • Requested callback: capture the actual agreement and recheck current eligibility.
  • Stop request: use internal DNC and coordinate affected workflows.
  • Wrong number or disputed provenance: hold the relevant record for correction or review.

Voicemail, busy and no answer are attempt outcomes, not qualified conversations. Keep notes concise and avoid unnecessary health or financial details.

Recording policy in an insurance campaign

Recording is included on every plan and is genuinely useful here, both for coaching a licensed caller and for resolving a dispute about what was said during a product conversation. It also requires its own decision, separate from permission to call. Determine the applicable jurisdictions and the requirements that apply to the campaign, define what the operator says when recording begins, and define what happens when someone objects or when the policy for that contact is unclear. Continued conversation is not a universal consent mechanism. Use the approved process for the relevant jurisdictions rather than an assumption.

Because a transcript or summary is derived from recorded content and can reproduce sensitive detail, keep derived text inside the group that needs it, and review anything material against the audio. Separate a product calendar from campaign permission

A dialer does not decide product suitability, enrollment rights, eligibility or what a particular caller may recommend. Resolve those questions with the qualified person responsible for the product and jurisdiction. A person expressing interest is not an eligibility determination.

Medicare-related work needs its own specialist review. The Medigap note corrects the difference between the one-time federal Medigap enrollment window and annual Medicare enrollment periods. Neither calendar creates permission to call a list.

Keep the approved scope, escalation path and required records attached to the campaign process. When a caller cannot answer within that scope, record the question without collecting unnecessary sensitive details and arrange the authorized next step.

Use your own workload to plan capacity

Plan staffing from the eligible work and actual follow-up obligations in your operation, not from a universal seasonal multiplier. Different insurance products, sources and customer relationships produce different workloads.

Before releasing another list, check how many agreed callbacks are already due, who can handle the licensed or specialist conversations, and whether the operators have completed their required records. A backlog of promised calls is not solved by creating more promises without an owner.
